The European Union (EU) has introduced a self-certification scheme for certifying the rules of origin under GSP from 01.01.2017 onwards. Under this new system, exporters with a REX number will be able to self-certify the Statement on Origin of their goods being exported to EU under the GSP Scheme.
Registered Export System (REX), is a new system based on the Self-Certification for the origin of goods by the Exporters which was introduced by the European Union (EU) for the purpose of their preferential trade arrangements with the developing countries. This will help EU to unilaterally grant tariff preferences to the developing countries.
This system will replace the existing system for the requirements of certificates of origin (Form-A) by competent Authorities in India with a new system of “statements on origin” a self-certification of origin of goods by the exporters on any commercial documents (such as commercial invoice etc.
However, a transitional period of twelve months i.e. from 01.01.2017 until 31.12.2017 is being provided to the exporters. This will ease the transition from one system to another.
During this period exporters who are not yet registered under the new System, can request certificates of origin (Form-A) from competent authorities.
At the end of this transitional period, i.e. from 01.01.2018 onwards, Euro GSP preferential tariff will only be available for the consignments above the value of Euro 6000, if accompanied by a statement on origin by a registered exporter
However, consignments having goods value less than Euro 6,000/- are entitled without being registered in REX and entitled to make out statements on origin on commercial documents, instead of submitting “Form-A” from 01.01.2017 itself.
To implement the new system in the beneficiary developing countries, EU has directed the countries to develop a three phase model which will work as per the below:
